Rockstar Games expanded on the Grand Theft Auto 4 experience with substantial DLCs in the form of The Lost and the Damned and The Ballad of Gay Tony. Each Grand Theft Auto 4 expansion introduced new playable characters, story developments, and gameplay features for fans to check out, earning widespread acclaim and even getting their own standalone release. Fans were hoping to see Rockstar Games release similar-quality single-player DLC for Grand Theft Auto 5, but it never came, and instead the studio focused all its post-launch efforts on the incredibly popular Grand Theft Auto Online multiplayer mode.

One would expect Rockstar Games to continue focusing on the online portions of its Grand Theft Auto games, but it seems that Grand Theft Auto 6 may actually see the return of single-player DLC. This was suggested by insider and leaker Tez2, writing on the GTA forums. According to Tez2, Grand Theft Auto 6 DLC will be like how Rockstar Games planned on expanding GTA 5 before it decided to focus its attention on GTA Online. This will supposedly include new cities and missions, which will be planned prior to the game's launch, whenever that may be.

Reputable insiders have previously said that Grand Theft Auto 6 will feature an evolving map, with new cities added over time, so this tracks with those claims. Tez2 has said that the cities will be smaller in scale than the main Grand Theft Auto 6 city, comparing the new content to things like Cayo Perico from GTA Online or the North Yankton missions from Grand Theft Auto 5's story mode. "If we are lucky, we could receive a fully fledged new city from time to time," Tez2 said in the post.

Tez2's post went into detail about some of Rockstar's plans for Grand Theft Auto 5 that were apparently scrapped. Rockstar Games had been planning Grand Theft Auto 5 single-player DLC, and at one point apparently was even going to bring Liberty City to the game, but canned those ideas all the way back in 2015.

Rumors of GTA 5 adding Liberty City have persisted over the years, with some believing that the city would be added to GTA Online. Many big GTA Online updates have come and gone with no Liberty City, and at this point, it seems highly unlikely that the rumors will prove to be true.

After all, Grand Theft Auto 6's rumored release window is 2024, so one would imagine that Rockstar will be focusing most of its effort on the new game moving forward.
