Because Destiny 2 is a looter shooter where each weapon and armor piece can be rather unique, having desirable perks on each drop would be ideal, albeit making it too easy to obtain the best rolls possible would trivialize this part of the game. It's a tough balancing act when some of Destiny 2's available perks are subpar, as improving them means going through different iterations of the buffed versions and seeing what makes them good enough to compete with other options without being too strong. Recently, Bungie buffed Pulse Monitor for these reasons, and the new version of the perk is much better than before.
The new Pulse Monitor automatically reloads the guns it is rolled on when Guardians are wounded, which makes it much better than before because it activates much sooner now, and it doesn't require players to have their shields fully depleted. This makes it particularly valuable for those Destiny 2 players who run harder activities by themselves, as well as general play, and especially so on weapons that have a slow reload speed.
A Reddit user by the name of KodyKoyote shared a post stating that another perk, called Underdog, is now useless as a result of the changes to Pulse Monitor and that it should be changed. The post gained a lot of traction, and understandably so, given that Underdog boosts reload speed when a player's health is low, which is now outdated when looking at Pulse Monitor. Having a Destiny 2 weapon become slightly better only when players are in dire conditions is not great because it's likely that a similar buff is not going to change much, if at all.

Bungie keeps on adding interesting perks to the game, such as the new Cold Steel perk rolled on The Dawning sword, which makes it great for freezing enemies with three quick hits and proc Focusing Lens. While Underdog is not terrible in terms of how big the reload buff is and when it activates, Destiny 2 players tackling GM Nightfalls or Raids are not likely to use it anytime soon, not even in easier activities.
Other newly introduced perks that have been praised by the community include ones like Headstone, Eager Edge, and Harmony. A recent Destiny 2 clip showed a player dominating Control with a powerful SMG, which was incidentally rolled with Harmony, increasing its damage by a lot when the player landed a kill with their sniper rifle. This shows that Bungie can do much better than Underdog, and buffing the perk is the best option when the alternative is to just remove it from the game.
